  In pursuance of the regulation No. 1.6 of Panjab University Employees (Pension) Regulation and the decision of the Board of Finance dated 21.2.2012, Vice-Chancellor is pleased to adopt the circular of Pu
njab Govt. Notification No.3/23/09/3FPPC/1402 dated 22.12.2011 with respect to grant of old age allowance. The Vice-Chancellor further approved to grant the benefit of leave travel concession as per regulation 6.2 of Panjab University Employees (Pension) Regulation. These benefits shall be allowed with effect from 1.5.2012.

Sir/Madam
I am directed to invite a reference to Punjab Government Letter No.  3/23/09-3FPPC/879, dated 17 August, 2009 and to say that the Governor of Punjab is pleased to decide that the quantum of pension available to the old age pensioners/family pensioners, shall be further increased as under:-
Age of pensioner/family pensioner
Additional quantum of pension/family pension
From 65 years to less than 70 years
5 per cent of the revised basic pension/family pension
From 70 years to less than 75 years
10 per cent of the revised basic pension/family pension
From 75 years to less than 80 years
15 per cent of the revised basic pension/family pension
From 80 years to less than 85 years
20 per cent of the revised basic pension/family pension
From 85 years to less than 90 years
30 per cent of the revised basic pension/family pension
From 90 years to less than 95 years
40per cent of the revised basic pension/family pension
From 95 years to less than 100 years
50 per cent of the revised basic pension/family pension
100 years and above
100 per cent of the revised basic pension/family pension

2. These orders shall come into force with rffect from 1st December,2011. The enhanced rates shall be applicable prospectively and there shall be no element, whatsoever, of retrospectivity in this regard and there shall be no question of payment of arrears or of notional benefits from any previous date.
3. The other terms and conditions regarding grant of pension and other retirement benefits shall remain unchanged.
4. Necessary amendments in rules shall be made in due course of time.
5. Punjabi version of these orders shall follow in due course of time.

ਚੰਡੀਗੜ, 23 ਜੁਲਾਈ (ਗਗਨਦੀਪ ਸੋਹਲ) : ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇੱਕ ਨੋਟੀਫ਼ਿਕੇਸ਼ਨ ਜਾਰੀ ਕਰਦਿਆਂ ਪੈਨਸ਼ਨਰਾਂ/ਫ਼ੈਮਿਲੀ ਪੈਨਸ਼ਨਰਾਂ ਅਤੇ ਹੋਰ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਮਿਲਦੇ ਮਹਿੰਗਾਈ ਭੱਤੇ ਦੀ ਦਰ 58 ਫ਼ੀ ਸਦੀ ਤੋਂ ਵਧਾ ਕੇ 65 ਫ਼ੀ ਸਦੀ ਕਰ ਦਿੱਤੀ ਹੈ।
ਇਸ ਸਬੰਧੀ ਵਿੱਤ ਮੰਤਰੀ ਸ. ਪਰਮਿੰਦਰ ਸਿੰਘ ਢੀਂਡਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਰਾਹਤ ਦੇਣ ਲਈ, ਮਹਿੰਗਾਈ ਭੱਤੇ ਦੀਆਂ ਵਧੀਆਂ ਹੋਈਆਂ ਦਰਾਂ 1 ਜਨਵਰੀ, 2012 ਤੋਂ ਲਾਗੂ ਹੋਣਗੀਆਂ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਮਹਿੰਗਾਈ ਭੱਤਾ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਤਰਜ਼ 'ਤੇ ਵਧਾਇਆ ਗਿਆ ਹੈ ਅਤੇ ਇਸ ਸਬੰਧੀ ਰੇਡੀ ਰੈਕਨਰ ਸਮੂਹ ਜ਼ਿਲਿਆਂ ਦੇ ਡੀ.ਡੀ.ਓਜ਼. (ਤਨਖ਼ਾਹ ਕਢਵਾਉਣ ਅਤੇ ਵੰਡਣ ਵਾਲੇ ਅਧਿਕਾਰੀਆਂ) ਅਤੇ ਕੌਮੀਕ੍ਰਿਤ ਬੈਂਕਾਂ ਨੂੰ ਭੇਜ ਦਿੱਤੇ ਗਏ ਹਨ ਤਾਂ ਕਿ ਉਹ ਹਰ ਵਿਅਕਤੀਗਤ ਮਾਮਲੇ ਵਿੱਚ ਦੇਣਯੋਗ ਮਹਿੰਗਾਈ ਭੱਤੇ ਦੀ ਰਾਸ਼ੀ ਦੀ ਗਣਨਾ ਕਰ ਸਕਣ।

Lecturers' retirement age to go up

NEW DELHI: In yet another move to keep states happy about their autonomous status, the Centre on Thursday is likely to clear the proposal of allowing them to decide on fixing the retirement age (maximum 65 years) of lecturers in colleges and universities run by state governments.

Earlier, the UPA was insistent that states should enhance the lecturers' retirement to 65 years to enable them to get 80% of the arrears burden of state governments. The arrears — at least Rs 9,000 crore —went up since the Centre had asked the states in 2008 to follow the Sixth Pay Commission scales that centrally- funded institutes introduced in the same year, with retrospective effect from January 1, 2006.

The Centre had said it would bear 80% of the increased arrears for the first four-year period — between April 1, 2006, and March 31, 2010 — if states followed its order. Now, the government plans to foot this sum only in the form of reimbursements in "two-three" installments. This is likely to benefit around four lakh teachers across the country.

The ministry cleared this proposal after a committee of secretaries, headed by cabinet secretary, supported the state governments' demand.

Sources said that there could be political reasons for states to push the need for greater autonomy as far as fixing the retirement age is concerned. "Some states might want to fix 60 or 62 years for retirement so that fresh batch of qualified people can apply for jobs, and this will also increase the scope of promotion for many lecturers," said a senior government official.

The sixth pay package for teachers, based on which the scales of centrally-funded institutes were revised, has a provision that requires increasing the retirement age to 65 years. At present, the retirement age of teachers varies across states - from 58 to 60 years.

Modified Parity for Pre-2006 Pensioners, came up before a new Bench (of Hon'ble Justice Badar Durrez Ahmad and Hon’ble Justice Siddharth Mridul) at item. 13) in Delhi High Court on 17.7.2012. It was adjourned for hearing on 29th November, 2012 (as no earlier date was available with the New Bench before which the case had been enlisted).
